Research backwards compatible and extensible `CandidateReceipt` format

The output of this should be an RFC that accounts that minimises breaking changes as much as possible and is future proof for breaking in case of future additions and removal of fields from the receipt.

This is one of the hard requirements for moving the Elastic Scaling feature out of MVP stage.
