Improve missing block downloading

there are a few issues with how we choose to download missing blocks

we might have a situation where we have multiple executed blocks that extend the canonical chain but also have these blocks buffered already.

we need to cleanup the buffer properly so that the tree blocks and the buffer don't overlap.
