Add imagick php extension

The imagick php extension is used to create images for instance for a PDF thumbnail preview. It is a dependency of some Drupal modules.

According to https://pantheon.io/docs/external-libraries

Pantheon runs ImageMagick 6.9.10-86 Q16 x86_64 2020-01-13.

Why does this docker image need imagick? The Drupal site does not run on CircleCI.
