Geomap panel added to grafana core

I just merged: https://github.com/grafana/grafana/pull/36188 in grafana core :tada:

The goal is a solid foundation where we can have multiple custom layers on top of a common base. We would love any feedback on how to make this better and incorporate any of the improvements in this fork.

Apologies that it has taken so long to make any progress here.
