Improving penalty mechanism efficiency for Byzanine fault cases

In order to prevent arbitrary spendings and fee race for slashing/penalty of the faulty validators it is proposed for each committer additionally to a commitment transaction to prepare and publish to the typhon participants partially-signed transaction with output spent to OP_RETURN.
