Delete the concentrated liquidity feature flag

Now that CL has been live for almost a year, I think the feature flag should be removed. Will help save code complexity and prevent an accidental toggle of it

It's already been removed in many places, but yes we need to do a full cleanup and remove everywhere. In full support.
