New check: Runways mapped as areas

I would like to propose a new check that checks for aeroway=runway which are mapped as areas (closed ways) instead of "regular ways". An example can be seen here: https://overpass-turbo.eu/s/ZfE

I am referencing to the OSM wiki https://wiki.openstreetmap.org/wiki/Tag:aeroway%3Drunway for the correct mapping.

For reference: I opened a ticket in JOSM for this in parallel to this one.

After playing around with MapCSS, I found that it's actually quite simple to target those runways: area[aeroway=runway]
