Problem with object with subnet in different compartment

When we create a new object like database system or OKE we aren't able to insert it in a different compartment than where its subnet is.

In the drawing above the expected behavior is that it is possible to insert the db system within the application compartment even if no VCN and Subnet is present. From the cloud console it is possible to do this. Currently the same behavior works correctly for instances. Even by doing the OCI query the db system object is placed in the wrong compartment.
