Clean up msgs on the localbank Q

For externalTransfers that uses AQ to implement the functionality, the msgs on the localbank Q are never deque'd even though they have been processed by the remote bank

There must be some configuration I am unaware of

DOD, msgs are remvoed from localbank q after they have been propagated to the remote bank q
