The workshop description and setup pages do not make it clear that it is only possible to run this workshop on the free tier. For example it says:

"If you already have access to an Oracle Cloud account, including an Oracle Cloud account using Oracle Universal Credits, skip to Task 2 to sign in to your cloud tenancy."
