19.3.0 release contains executable PNG file

The META-INF/permissions file for the 19.3.0 release (in all four released JARs) specifies the following unusual mode:

jre/languages/R/./library/rpart/help/figures/rpart.png = rwxr--r--

This should probably be rw-r--r--, like other PNG files (and most other files) in the same release.

(I noticed this because the Arch Linux package script has to turn these symbolic permissions back into numeric ones, and since there’s no elegant way to do that in general I simply hardcoded all the combinations actually used – and rwxr--r-- had not been used in any previous release.)

thank you for the report. We've inherited this issue from GNU-R. I'll check if they have fixed that in newer versions and otherwise report to them. We'll either backport the upstream fix or roll our own.
