Cannot create IPSec tunnels phases configuration details

IPSec tunnels can be created but we're missing the key configuration parameter to be able to create the working tunnels as the phases details.

Needs to be reviewed and fixed.

Problem located in the OCI CIS Core Module. Opened internal issue to let the dev. team to have a look to it.
