on which data base are these lists created?

I took a look on Kazakh list and for example one of the frequent words was фсб (stands for Federal Security Service). It seems that the data base on which this list was created is not big enough.

could you provide information about data base whereon you did these lists?

I didn't get you, but the list (link to a list) you shared is exactly the one I speak about.
