bind does not accept ACL `localnets`

Description

Bind has the special ACL localnets that matches all locally attached networks on the server - in addition to a couple of other pre-defined ACL's.

Environment

This occurs at /ui/bind/general/index, with os-bind version 1.23.

Reproducing bug

Go to /ui/bind/general/index, and scroll down to Recursion. Attempt to enter predefined ACL localnets. You will not be allowed to enter this pre-defined ACL. Only ACL's defined in the UI is allowed.

The Allow Recursion field should probably allow entering the special pre-defined ACL's in bind, especially localnetsas this is dynamic for all locally attached networks.
