Upgrade OpenLayers library to v10.3.1

The update proposed by the renovate bot is not compiling: https://github.com/opfab/operatorfabric-core/pull/7630

OpenLayers v10.3 moved to a more recent version of typescript (>5.7), so it is not possible to update until we use a lower version of typescript
