Do not propose already selected states in admin perimeters configuration screen

In the perimeters tab of the admin screen, when editing/creating a perimeter, do not propose already selected states in the available options (note that it is already impossible to save perimeter with a duplicated state).

Also, do not propose to add a new state when all of them are already configured
