Edits to release process docs.

couple edits to the release docs based on my experience cutting 1.17.0

• GPG_TTY needs to be set for me otherwise git tag fails. Not really sure why exactly this is.
• fixed a type in the version # for making the new branch on netlify
• added instructions to merge the pull requests generated by the ansible base image builder task
• changed instructions to fast-forward the 'latest' and 'release' branches
  • removed '-f' flag because you shouldn't need to force push if it's a fast forward
  • removed instructions to update the release branch because that should match master exactly, as you just merged the release commit from there to master
