move and change cloud router config section to deployments/linux/router/configuration

This is a move and a change.

The configuration stuff in https://github.com/openziti/ziti-doc/blob/main/docusaurus/docs/guides/deployments/40-cloud/20-router.mdx needs to move to https://github.com/openziti/ziti-doc/blob/main/docusaurus/docs/guides/deployments/10-linux/20-router/30-configuration.md.

It needs to change from using a wrapper like ziti_router_auto_enroll to documenting how to write the router's config.yml for each scenario. It's fine to provide a relevant link to ziti_router_auto_enroll, but that tool should be documented in its readme.
