bugfix: chapter title consistency
Chapter titles are inconsistent between bare metal UPI and IPI documentation. Amend IPI title to Installing a installer-provisioned cluster on bare metal
- BM UPI - Chapter 2. Installing a user-provisioned cluster on bare metal
- BM IPI - Chapter 4. Installing a cluster
Version(s): 4.17, do not cherry pick as this file is likely to have changed between each version

Hi @sean-freeman. Thanks for your PR.
I'm waiting for a openshift member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.
Once the patch is verified, the new status will be reflected by the ok-to-test label.
