What this PR does / why we need it?

Ingest PKO deployment availability metric. This metric provides na indicator of package operators deployment availability. Once ingest into RHOBS it will allow us to create a 28 day SLO for Package Operator. It has a cardinality of 1. I.e. just one time-series per cluster.
