[WIP] Create cluster profiles presubmit
This tool will be used as a presubmit to validate the cluster profiles config file in the release repo. For now it checks:
- the config file's formatting
- if a profile isn't defined in the config twice
- that the secret for each cluster profile exists in the ci namespace
