Update min Kubernetes version and add max OpenShift version

Updates the ClusterServiceVersion to include maxOpenShiftVersion (as 4.19, which is the highest supported version target for operator 1.16.0), and nudges minKubeVersion (to 1.27, i.e. openshift 4.14 as least supported version).
