Users can scale up infinite pods and consume all resources

Scenario: During workshop, one user scaled up the Inventory app up to 10,000 pods (just out of curiosity), this crashed 2/5 app nodes and took down Eclipse Che and many other user apps.

OCP recovered eventually after the pods had been scaled down to 1.

Shouldn't we have quota/resource limits on each app?
