[PROPOSAL] Add CHANGELOG

What/Why

What are you proposing?

Add CHANGELOG enforced with a GHA.

What users have asked for this feature?

I'd like every PR to come with an entry in CHANGELOG so we know what's changing with every release without having to manually collect release notes. See https://github.com/opensearch-project/OpenSearch/issues/1868 for more details.

Maybe a good idea will be to adopt a release-drafter for the changelog purposec, which is connected with release.
