add to the api and fvctl the ability to inject an openflow msg from the cmdline and not necessarily from the controller. Have a configurable parameter that says whether to block and wait for the reply. i.e., dpctl-like functionality think about how to format the messages think about how to ensure isolation is maintained Inspired by mail with jbs
