Half started mode

Describe the bug cha If you start the server with no mode, join, spawn, then change mode you end up in a half-started mode. Some weird in-between - vehicles spawn but you can't move or see class selection.

To Reproduce Steps to reproduce the behavior:

  1. Start the server with no mode.
  2. Join and spawn.
  3. changemode

Expected behavior It should change the mode normally.
