8334635: tools/pack200/PackTestZip64.java fails with --with-zlib=system

A fix for JDK-8334635 on a test file.

Tested on Fedora 40 using the default zlib-ng. Test passes with and without JAVA_OPTIONS=-DPackTestZip64.enableBigJar
