PostgreSQL as a Vector Database: pgvector notebook and overview page
Summary
This pull request adds PostgreSQL to the category of vector databases capable of working with OpenAI. This first contribution includes the main overview page (README.md) and a Jupyter notebook for getting started with Postgres pgvector.
Motivation
PostgreSQL has a rich ecosystem of extensions and solutions that let us use it as a vector database. The PostgreSQL section on the OpenAI Cookbook will help developers to learn how to use Postgres with OpenAI for general-purpose AI apps.

Hey @shyamal-anadkat would you be able to review this new Postgres pgvector handbook? I saw that you had reviewed Tembo's handbook, and my contribution should not be that much different.
