Tracking issue: Stabilize OpenTelemetry Events

This is a (currently very incomplete) tracking issue for things that are important to address prior to marking Events as stable.

  • [ ] Define an ergonomic emit event API (#4357)
  • [ ] Define an equivalence between flattened and hierarchical attributes (https://github.com/open-telemetry/semantic-conventions/issues/1669)
