Improve documentation on published layers

Is your feature request related to a problem? Please describe.

Layers are now published to AWS. However, the README still says that layers must be built manually. Also, it should be easier to find the published ARNs without having to look for github actions output.

Describe the solution you'd like

README is updated to link to the release workflow that shows published ARNs.
