[collector] prometheus rule runbook urls are invalid

Looks like those links are old, should they be pointing to the internal telemetry page https://opentelemetry.io/docs/collector/internal-telemetry/ or the troubleshooting page? https://opentelemetry.io/docs/collector/troubleshooting/#common-collector-issues

In a broader sense, these rules can be applied for monitoring any collector so it could be worth having a dedicated .md for runbooks and have a central place for Prometheus rules. Happy to contribute for that one (if it's worth creating a separate issue in the core repo)

I wonder how receptive the website repo would be to locate the runbooks underneath the collector page, alongside the existing troubleshooting and internal telemetry docs.

I like how kube-prom-stack has their runbooks located on a dedicated page, but idk how reasonable it is for this project to mirror that.
