Enable IBM hosted linux/s390x GHA runner to run unit tests and elevate support tier

Describe the issue you're reporting

Received information from the IBM Open Source Program Office for IBM Z and LinuxONE how to enable IBM hosted linux/s390x GHA runners in support of running unit tests for the OTel Collector core on linux/s390x:

Please install the GitHub App from the following link and select the repository: 🔗 Power Z GHA Runner App

For more details on the onboarding process, please refer to this documentation: 📄 Onboarding Guide

Once the github app is installed into the repo, the IBM team needs to be contacted. @rrschulze will handle this step. The IBM team will double-check and approve the use of the linux/s390x images by the repo. It will not be possible to use the images until the repo is approved.

After the repo has been approved, it will be possible to use the ubuntu-24.04-s390x image in the workflow file and all will be ready to go. The onboarding doc linked above will be helpful.

Please note: forks will not be able to use this service since those repos will not be in the allow list.
