Add existing Lambda SIG maintainers to CNCF OTel AWS account

The OTel Lambda SIG maintainers need to have access to the aws account for addressing any issues w/ publishing layers to the account

@codeboten as per https://github.com/open-telemetry/community/blob/main/assets.md#aws-account you'd be an admin of the account along with @Aneurysm9. Would you be able to add them yourself?
