Create a fine-grained token for opentelemetrybot, allowing permission to add labels to opentelemetry-specification repo issues.

Purpose

To run an ongoing script that will flag spec issues which need triage:followup.

In particular the script will add the triage:followup label to any issue which meets both of these criteria:

• it has a triage:deciding:* label and does not already have the triage:followup label
• it has been at least one comment or reference since the most recent triage, where a triage is one of these
  • triage:deciding:* label was added
  • triage:followup label was removed
