Remove CircleCI GitHub app from org

It looks like only two repos haven't migrated from CircleCI to GitHub Actions: https://github.com/search?q=org%3Aopen-telemetry+.circleci&type=code

Both of these looks straight forward to convert to GitHub Actions, and then we could remove CircleCI GitHub app from the org.
