Bug: Can't generate Highlight from an issues

Describe the bug

Currently, there's no functionality to create a highlight from an issue using the extension.

Steps to reproduce

  1. Go to an issue.
  2. Notice icon for extension isn't on the issue

We currently only support pull requests, but that should be low hanging fruit to support issues as well.
