[fea] upgrade code base to mmcv2.x and new mmengine API

currently I saw mmhuman using very old mmcv but most mmlab products all migrated into new mmengine API, to keep toolchains consistent, will it consider upgrade ASAP?

BTW, the cliff model can not be inference at all. Please emergently fix these problems, as a highly draw attention opensource project, should be better take responsibility to maintain it
