Is there an improvement in replacing FPN with BiFPN?

@hukaixuan19970627 I implemented it for Video Instance Segmentation with MaskTrackRCNN, but I got no improvement. (F.Y.I It was long time ago so I'm not sure about this but I think there was a little improvement when I used bifpn for Instance Segmentation with MaskRCNN)
