What is the current documentation state?

The gather_files.md file is substantially out of sync. I can't make informed decisions on how to merge them. An SME should review.

The #221 and this #218 issue are coupled from a strategy perspective on how to split the OH docs from the IBM product docs

@naphelps Can you please help us find an SME to walk us through how to "gather files" and package them for the Exchange/CSS? The current instructions are only valid for downstream IEAM. We need something specific to OH. If someone is available to "teach the teacher", we'll capture the details and document.
