RISC-V Dockerfiles for example services.

Instead of individual Dockerfile.arch files, we're building the platform containers using the Makefile. I think we can close this PR and just edit Makefiles in the various examples/ directories. See the technique in #560

These files have been merged in this PR: https://github.com/open-horizon/examples/pull/418 Creating an issue to migrate these individual Dockerfiles to the single one as John mentioned.
