Add Bazel Support for DAAL Examples

Summary

This PR adds Bazel build and test support for all DAAL C++ examples. The examples can now be built and executed using Bazel, which simplifies development and ensures consistency across environments.

Changes

  • Added BUILD files for DAAL examples
  • Implemented dal_example_suite targets for each example group (e.g., decision tree, GBT, etc.)
  • Excluded deprecated or unnecessary files where appropriate
  • Integrated DAAL example testing into the CI pipeline as a separate step

Motivation

This change improves the developer experience by allowing DAAL examples to be built and tested with Bazel, aligning them with the rest of the Bazel-based workflow.

CI

  • New step added to CI to build and test all DAAL examples using Bazel

PR should start as a draft, then move to ready for review state after CI is passed and all applicable checkboxes are closed. This approach ensures that reviewers don't spend extra time asking for regular requirements.

You can remove a checkbox as not applicable only if it doesn't relate to this PR in any way. For example, PR with docs update doesn't require checkboxes for performance while PR with any change in actual code should have checkboxes and justify how this code change is expected to affect performance (or justification should be self-evident).
