Remove reference to the Google Groups

In general they don't get used, and we're likely better off fully removing them. This is part of a broader discussion regarding the Google Groups, Slack Channel, GitHub Discussions, and "where do we want conversations to happen?"

We won't do this until at least a follow-up discussion at the 06/07/2023 OmniBOR Working Group meeting.

I don't find anyplace on the current website that references the Google Groups. Do you have pointers?

Nope, this was something I believe Aeva raised as something to make sure we did if we were removing it from the running meeting agenda. I opened an issue so we wouldn't forget about it. If they're not referenced already, then mission accomplished!
