feat: cli: cluster management demo

Summary

This PR is for #131

Solution Description

I have implemented cluster management cmd demo, but still not fully completed and tested yet. For Example:

  • Scale Command：No obcluster operations recorded
  • Update command: Not support Storage update
  • Show command: Not show obcluster operations about the target obcluster

Build：

make cli-build
