HTML escaping is going wrong with apostrophes

The comment for a typical Jane Street library is being rendered as:

<td>Part of Jane Street’s Core library</td>

where the garbage used to be an apostrophe (is it a unicode one?)

It is indeed a Unicode apostrophe. I don't know where the problem is, but it might be easier to just change the apostrophe.
