Availability webservice support, continuing #3002

Hello,

This is an attempt to continue this PR for including the fdsn availability service in the retrieval capabilities of the fdsn client.

The above PR seems to be frozen for a couple of years. I hope I have taken care of the latest issues that were mentioned there and I am waiting for any comments.
