Add 'Governance Templates'
We would like to create some example governance models that can be created within the Open Projects framework. This will better help projects understand different options available to them for managing their TSC(s), PGB, or other committees, and how those groups can cooperatively make decisions.
Address in updates to Governance.md
In light of extensive comments, esp from Duncan Sparrell, review and improve GOVERNANCE.md template, possibly including templated suggestions to projects on what else they may want to customize.
- address meritocracy and how do you approve/appoint maintainers
- after initial draft, seek review from Duncan and Dan
- seek review from Advisory Council

Our content exists in two github organizations:

oasis-open-projects - a public repo that contains misc tracking repos and documentation, a repo intended for public consumption

oasis-dev - a less public resource that includes our template for the oasis-open-project repo that is a template for setting up new OP organizations

Presumption: we should not have duplicates. they will get out of sync. we should have one template
Questions:

Where should our production templates live? oasis-open-projects or oasis-dev. Are production templates strictly for internal use?

Should we delete the oasis-dev/op-documentation/published-documentation/templates folder? It is not at all clear why it was created and it contains content that is way out of date
Claudia and I reviewed by ToC outline for GOVERNANCE.md. I will populate it with text and probably open as a second version for now.
