Embark export/collect breaks for ~ file completion

When completing file names and entering "~", you will see the user directories. Exporting/collecting the directories fails, but actions seem to work.

I still don't have a good solution to this, but it lead me to discover other cases that don't work, like those // shadow paths (I was missing a substitute-in-file-name).

I'm starting to think the real answer is to switch the minibuffer candidate collectors (for the various completion UIs) from returning completion candidates to what we've sometimes called "full candidates"...

I might go with a cheap hack instead. Not sure yet.

I wonder about this issue - it is still present. Didn't you make some recent changes to the candidate collection which involved computing the full candidates?
