MmWave Radio Energy Model

Dear @tommasozugno @mychele I have created this pull request for contributing my work related to mmwave energy consumption model. I have discussed previously this https://github.com/nyuwireless-unipd/ns3-mmwave/issues/172#issuecomment-723616076 I have added one example file for testing the energy model in simulations. The example file can be found in the mmwave/example directory named mc-twoenbs-energy-model.cc

Thanks @arghasen10, we'll take a look and give feedback as soon as we can. In the meanwhile, can you share some details on what the energy model is based on (e.g., papers, models..)?
