chore(nxext): update Nx 19.3

To prevent the required release every time Nx releases a new version maybe it makes sense to move the @nx to peerDependencies as ^19.0.0 the API would not have breaking-changes and should work fine. WDYT?

@DominikPieper was there something special to do in order to fix the performance.mark issue in the CI? or just to not refresh all the deps?
