[Feature] Availability setting per device

Is your feature request related to a problem? Please describe. Some (not only) Tuya devices aren't using common Clusters and Attributes defined by ZigBee alliance but e.g. manuSpecificTuya which can't be used properly in setting under 'Device->Reporting'. In such a case user is limited to default behavior of the device and can't ask for more/less frequent reporting. It also affects 'Last seen' feature because some sensor devices (for battery saving purposes IMO) reports once per couple of hours only.

Describe the solution you'd like In a special case be able to define Availability setting not globally per z2m instance but per device (under 'Device->Settings' would be the most appropriate place IMHO)

Describe alternatives you've considered Accept current status quo where this option is just per the whole z2m deployment instance only.

Additional context In my particular case, I want to mark all ZB devices off-line if they were seen 2+ hours however I've got a Tuya Smoke sensor which reports once per many hours (seems 6 hours or so), so although the device is definitely available (-> not off-line!), not sleeping (I'm able to communicate with it any time without any 'wake up fiddling'), when 'Availability' period passes, it is marked as off-line, which isn't the right status.
